Substance use during pregnancy can lead to poor health and safety outcomes for both mother and baby. This webinar reviews these risks and explores how health care providers can reduce stigma, leverage partnerships with social services and community organizations, and adopt evidence-based approaches to optimize maternal and child health. These approaches include screening and referral protocols, coordinated discharge planning for mothers and infants, and collaborative perinatal care.

Objectives:
Participants in this webinar will be able to:
- Define the multiple challenges and risks associated with perinatal substance use.
- Name clinical practice guidelines for integrating behavioral health and medical care for pregnant and postpartum women. These include screening and referral protocols, medication therapy for certain substance use disorders, non-pharmacologic treatment protocols for newborns, coordinated discharge planning for mothers and infants, and collaborative care during pregnancy and postpartum.
- Describe the negative impact of stigma related to substance use during pregnancy and its influence on prenatal care engagement and identify strategies to overcome the negative impacts discussed.
- Describe the importance of aligning medical care with behavioral health care and relevant community-based supportive services to support care coordination.
Presenter:

Amanda Stehura, M.Ed., Technical Expert, JBS International, Inc., is a behavioral health professional with over 13 years of community-based program implementation and development experience across nonprofit, locality driven, and state government entities. She brings a background in mental health, substance use, and risk reduction, with a passion for maternal and child health outcomes, specifically for pregnant and parenting women.
Previously serving as women’s services coordinator for the State of Virginia and regional lead with the National Association of State Alcohol and Drug Abuse director, Ms. Stehura’s work has focused on the advancement of standardized toolkits for various maternal and youth health populations, such as Plans of Safe Care for pregnant individuals, and a toolkit for child welfare and treatment stakeholders focused on guiding states on the implementation of the Family First Prevention Services Act.
Ms. Stehura has served as a subject matter expert for the Maternal Mortality Review Team of Virginia alongside the Office of Chief Medical Examiner, highlighting the gaps in maternal health and developing strategic plans for the General Assembly each year. She was also an active co-lead with Eastern Virginia Medical School and Substance Abuse and Mental Health Services Administration (SAMHSA) in bringing the “Clinical Guidance for Treating Pregnant and Parenting women with Opioid Use and their Infants” training opportunity to Virginia, one of the first SAMHSA supported trainings to be replicated by other states.
